HINDI SE PREM KAREIN ,HINDI ME BOLEIN (LOVE HINDI , SPEAK IN HINDI )-PART 3

The whole debate has taken a curious turn .Most of them have tried to generate vain impressions that promotion of Hindi holds little relevance in changing times and that the article is by-product of my deep attachment with “Hindi ” .The likes of Mr. Paulraj feels that one should not be ashamed over one’s inabiity to speak in Hindi ,even knowing well that it has been declared official language of the Union .He is presenting absurd rationale as to why Hindi can never be the part and parcel of every Indian .These questions have already been tackled by the framers of the Constitution and after due consideration Hindi was declared the official language of India with a hope that Hindi would gain acceptance as” Rashtrabhasa ” (National language ).
My article was simply the reflection of sentiments echoed in Constitution .It has now become imperative to quote the constitution to quash the view there is no point in promoting Hindi ,that it’s promotion is simply display of one’s strong attachment . In light of Constitution it would become very clear that it’s our duty to promote Hindi and make it integral part of Indians .Mr Paulraj has stated that English is the official language of India . Let me tell him that it’s not our official language . It’s official status is conditional and is limited to judicial and parliamentary proceedings .
Now let me quote the Constitution .
PART XVII
Official Language
CHAPTER 1 -LANGUAGE OF THE UNION
Article 343. Official language of the union – (1) The official language of the Union shall be Hindi in Devanagari script …..
(2) Notwithstanding anything in clause(1) , for a period of fifteen years from the commencement of this constitution ,the English Language shall continue to be used for all the official purposes of the Union for which it was being used immediately before such commencement . ..
The Constitution also refers to establishment of Commission by the President to promote the cause of Hindi .
Article 344(2) It shall be the duty of the Commission to make recommendations to the President as to –
(a) the progressive use of the Hindi language for the official purposes of the Union .
(b)restrictions on the use of English language for all or any of the official purposes of the Union .
CHAPTER IV -SPECIAL DIRECTIVES
Article 351 -Directive for development of the Hindi language – It shall be the duty of the Union to promote the spread of the Hindi language , to develop it so that it may serve as a medium of expressions for all the elements of the composite culture of India and to secure its enrichment by assimilating without interfering with its genius , the forms , style and expression used in Hindustani and in other languages of India specifies in the Eighth Schedule , and by drawing , wherever necessary or desirable , for its vocabulary , primarily on Sanskrit or secondarily on other languages .
Now I think I don’t need to answer those who are finding it very odd as to why I am talking about promotion of Hindi . Or for that matter it’s promotion holds little significance other than being attributed to one’s ” emotional attachment ” . It might be that there is absence of conductive environment for the promotion of Hindi but does that mean one should stop making attempts of giving its due ?
BOGUS CREDENTIAL ENQUIRIES
Many readers have come to raise credential enquiries ,which in the first place I cannot be forced to reveal , after the publication of this article . I want to ask them how the credential question is related with the content of this article ? Let me also know their motive and also what are they trying to establish ? Are they going to hang me in case if the credentials turn out to be fake or for that matter hail me as the greatest living intellectual on the plane . I am really surprised instead of dealing with the content of the article most of them are dealing with insignificant issues and , in the process, revealing their superficial state of mind . Did I ever raised doubts over anyone’s credential’s before answering their comment ? Let me tell such guys that I possess enough stature to reject their queries and downsize their persona forever . Look at this guy Paulraj .Even after making it very clear that due credit was given to the authors of the pieces in the original as well as the translated version he is hell bent on proving that I have taken the false credit as its creator .
Let me tell to all the credential seekers I have contributed articles , poems , short-stories , vies and letters etc. in all the publications of the world . To an extent , that I have been conferred special recognition for making significant contribution in the readers column of Time and Newsweek . If you have not read my contributions then it’s not my duty to make you aware of them . Or for that matter reveal my credentials to every Tom , Dick and Harry at each and every moment of life .
In fact , I have full right to label most of them as great-pretenders who don’t even have the simple sense to comment on the content .For them the silly questions regarding the script is of greater value than the content . And it’s really tragic that likes of Paulraj find it nothing wrong in not knowing the ” Rajbhasa ” of the Union . It says all .
