Singer Robbie Williams topped men’s list followed by the Prince of Wales.
Tony Edwards of Luton First which carried out the poll of 2,000 people, commented that Kate Moss was a perfect style icon for hats.
Kate is seen with the most elaborate and extravagant millinery designs.
