Teodoro Garcia Simental, known as “El Teo” or “The Letters“, was chief of the Tijuana cartel hit men, the criminal organization headed by the Arellano Felix brothers.
After the capture of Eduardo Arellano Felix, alias “El Doctor” on October 25 2008, “El Teo” broke with the organization and launched a battle for the new leadership of the cartel against Luis Fernando Sanchez Arellano, alias “El Engineer “, sparking a wave of violence in Tijuana.
State officials have pointed to Garcia Simental as being the primarily responsible for the escalation of extreme, brutal violence and death that exists in the border city.
Networks operated by El Teo mainly engaged in extortion and kidnapping.
In January 2009 it was learned that the former head of the Arellano Felix gunmen ordered Santiago Meza Lopez, “El Pozolero” dissolve at over 300 bodies of their rivals in caustic soda, for which he was paid $600 a week.
The Attorney General’s Office (PGR) offered a reward of $30 million pesos to anyone with information leading to the capture of Teodoro Garcia Simental.
He was also among one of the most wanted drug traffickers by the U.S. Drug Enforcement Agency.
